I live in MN where it can get cold during the winter. Can the Arlo Ultra 2 be connected via the charging cable and work outside without the battery in it?

Yes but. If the constant power doesn't keep the camera sufficiently warm, it will turn itself off when "cold enough" (the spec is -4F but constant power may change that). Only testing would prove this. You could try various scenarios by placing the camera in a freezer that can be cranked down.
