I see there is a new Smarthub VMB5000 software update posted by James 1.23.0.0_1520_b69eb19 December 6, 2023
When I go to Hub it says no updates available yet one of my Hubs has updated?
Any ideas please?

Where are you? Firmware updates sometimes roll out to the various regions at different times.

In the UK, One of my hubs has the new software.

Rebooting the hub usually fixes this. If not, removing the hub from your account and adding it back in (along with the connected cameras) should do it. Yes, a PITA, but it works.

Thanks but have 3 hubs and 12 cameras which will be a nightmare to remove and add again as they are not easily accessible from the ground

Your choice. Certainly rebooting (or power cycling) the hub is a much easier thing to try.
BTW, you only need to do the one hub, not the whole system.

Whether an update is available in Europe/UK also depends on whether Verisure have approved it for release in Europe/UK, and so doesn't have to do whether you reboot the base station or not.

The point is one of my hubs has the latest software update so if you are right Verisure must have approved but my other hubs haven’t received the update and says an update is not available

Arlo "slow rolls" their firmware and app updates, so they aren't updating all the cameras/bases in the field at the same time.
AFAICT the firmware update check in the app is worthless. I don't know why they haven't removed it.
