Likely the leaves/branches of the trees inside your zone are moving a bit.  Then if the PIR sensor goes off (either due to vehicles or the wind in the trees), there will still be enough motion inside the zones to keep the recording (and notification).

What model camera is this?  Generally motion detection range is about 20-25 feet, and it looks like your camera is too far from the area you want to cover to get useful recordings.

It keeps going off when there is movement in the road, not the bushes.

Understood.

The camea will stream to the cloud whenever the passive infrared (PIR) sensor triggers.  That sensor isn't using the video, so that motion can be anywhere in the field of view.

Then the cloud applies looks at the video, and determines if there is any motion at all in the field of view.  If there is none, then it is supposed to supress the recording and notification.  Otherwise it keeps the recording and generates a notification.  So you might double-check for any motion (however slight) in the zones.  Artifacts could also result in the recordings being kept.

You can try deleting the zones you have and recreating them.  That might possibly help.

But you haven't fold us how far the camera is from the activity zones you want to monitor.
