On the page from Arlo that shows the Arlo Smart plans, the basic at $2.99 shows that it includes advanced detection and custom activity zones. I am trying to figure out if this goes for the standard Arlo and Arlo Pro? Or does it only apply to those cameras that have the feature out of the box like the Arlo Q, Pro 2 and up? Just trying to figure out how the plans work exactly.

SMart is available for any Arlo camera, especially useful for the battery-operated ones. Normal zones require AC power while Smart uses server post-processing to do the work.

Yes. The Pro 2 needs AC power to have zones without having to subscribe to Smart, however.
