Is it possible to turn off motion detection, so the lights turn on all the time dusk to dawn?

Yes but... These are battery-operated and would run the battery down. You'd have to plug them in (with an outdoor power supply if mounted outdoors) to make that useful.

A set of "dumb" lights might be better, and much cheaper, in those circumstances.
