The ad pictured in your screenshot did not come from the Arlo Secure or Arlo Safe mobile apps. This appears to be an ad for a GPS service that is not related to Arlo in any way.

Well, I guess you're right. The only push notifications I get at the moment are from Arlo and a company called "Alfred Camera" (which allows you to use a cellphone as a surveillance camera. It sends push notif. when it detects movement, that shows a video has been recorded.)
I've had Alfred Camera for over a year, and Arlo for about 6 months. These unwanted notifications just started in the last few weeks... about the same time as the updated app. After looking at the push... the language used on it leads me to believe it might have something to do with "Google Earth", or Google maps.
