I have the latest Arlo app
When I follow other posts to access smart notifications, they aren't there :
Profile icon :
Above 'locations and plans' all I have is just "Notifications"
Entering this area just has notifications on or off - or - "go to settings" which only allows me to turn on or off notifications and sound and vibration on or off
Where are smart notifications ?

You have to have a plan to have smart notifications. Your first screenshot shows you don't have a plan that includes smart notifications, but just the basic one (that doesn't offer smart notifications).
Arlo charge a fee (subscription) to get smart notifications (unlike other companies like Eufy, who offer smart notifications for free).

Go into the location - you'll find the settings there.
