Arlo cameras are registered to an email account when the system is set up. If the previous owner did not remove the camera from his account before you received it, you will not be able to add it to your account. If you can not contact the person and have it removed from his account or take it back, the only other option is to contact Arlo Customer Support and try to convince them that the camera is not stolen. They will ask you for a bill of sale.
Meanwhile, try to install the camera in case the previous owner did remove it from his account first.
