My Device List only shows the wired Q Camera and the Base Station. Why not the wireless cameras (both base and pro models). So, I'm fairly new to Arlo but, it seems to me that ALL cameras should appear there, right?? As I understand it, that is the way I can create device-specific rules.

All synced cameras will show under the base station. Do you see these cameras on the Devices tab? It sounds like the cameras may not be synced.
Devcie specific rules are created within the Modes tab, not Settings > Devices. For more information on creating modes/rules, see here: How do I create a new mode for my Arlo Q and Arlo Q Plus cameras?
