Attempting to connect a Arlo Q inside Wi-Fi camera. Gets stuck each time after I get the tone

I can only get as far as waiting after I hear the tone .... each time I get the red X showing that it was not found.  I've tried a factory restart each attempt... reset my model device???   I'm stuck!
