Hello,
I bought 2 arlo and both shows a blurry effect in the center of the camera when I turn on night vision.
I think it's hardware issue, check this out:

Any one has the same issue?

Looks like some sort of reflection, like when placing the cam against a glass window .
Maybe IR illuminators leakage?
How does it look in day?

Moreover at night without night vision it works fine.

It's definitely an image of the camera lens that you're seeing. We recently had another post similar to this. If the camera isn't behind glass or plastic of any sort it's either due to reflection of the IR illuminators off some object (try repositioning the camera temporarily to see if the nature of the image changes) or leakage of them through some mechanism (internal light leaks or diffused light from the lens/illuminators cover).
Don't forget that the Q is a VERY wide angle lens. 130 degrees would equate to an 8mm fisheye with all the issues arising from such a huge field of view.
