MY ELECTRIC AND WIFE WENT OUT AND MY ARLO Q NEVER RECONNECTED.  I AM AT A DIFFERENT LOCATION AND IT STATES IT IS OFFLINE.   CAN I RECONNECT REMOTELY??

but for future  a Wemo outlet to allow power toggle off - on may remotely reset if wifi is back

Does it have to be a WeMo outlet or can we use any other kind of smart plug like an amazon smart plug to turn the base on and off in the hopes of reconnecting if it goes offline ?

Any type of smart plug... just so it can be powered down and back on remotely.
