Out of the box what should the led be doing when camera is ready for ethernet connected set-up? Solid amber or flashing amber? Forum/website says flashing, phone app says solid, which is it?

What does the manual say?
Arlo - Security Cameras and Systems
Probably the most reliable source of information.
A slow blinking amber LED indicates that the camera is powered on and is ready
for setup.
