Arlo Q Plus Camera doesn't work with PoE Single Port Injector (Phihong brand)

Hi

I purchased Arlo Q Plus Camera and it doesn't work with PoE Single Port Injector (Phihong brand).

Model is PSA16U-480(POE)

Output: 48V 0.32A 

Picture attached.

 

If I use Arlo Q Plus camera with Ethernet and power cable, it works.

 

Anyone has idea why?
