If my internet goes out, does my cameras continue to record on with a local storage device?

I believe it depends on the settings of the camera and the local storage device.  What exact NETGEAR device do you have concerns with?  Are you referring to the Arlo camera?

I am thinking of buying the Arlo Pro security system

The Pro base station can record to a USB device so you're covered during an Internet outage.  However, you have to unmount it from the base and install on a computer to view the videos.
