After the arlo is configured is it possible to put in a guest wifi network by itself ?  Do you need to be on the same wifi network to manage and see the video after configuration?

ie .. I have a 192.168.x.x network.  I want to put the arlo on its own wifi network of 10.10.x.x

Once you have everything setup by being connected to the same network as the base, you can then unplug the base and plug it into an Ethernet port on any network. The base will always acquire an IP address in the range of the current network it's attached to.

You can then access the cameras using the app as long as you have internet connectivity from anywhere.
