Arlo has never sold any products or services directly inside Russia, but a small number of Arlo systems were nevertheless being used in Russia. In light of the war in Ukraine, Arlo has shut off all services to those devices and will not allow the connection of new devices in Russia.

A lot more details are needed. What have you tried, what do you see? What has changed? What are the LEDs on the base showing?

after it stopped working:
rebooted the base, rebooted the router, connected the base to another provider
LEDs light up green-orange-green
The application says the base is not connected to the Internet

Yup, there appears to be a connection problem between the router and Arlo. What happens if you use ping to arlo.com (use a command prompt "ping arlo.com" or a phone app)?

The cameras are connected directly to the base. But you can't connect to the base without the cloud service.
I'm tagging @JamesC, in case he can clarify if Arlo services are disrupted (or suspended) in Russia or not.
