VMB3000 My arlo base will not connect?

I connected the ethernet cable to my arlo base ,then I turned the power on. I waited for 2 green light to came on the power light and the internet connection. I went to the arlo app on my phone to search for the base and it will not find the base. I did move the base from one home to another and changed my arlo connection username account to a new one I am not sure if this is the problem since this base was previously used under another username account?

The original owner must remove all devices from his account under Settings, MyDevices. Then you can claim the base.
