There is no option on my iphone for me to Grant Access

my phone does not give me the option to " Grant Access".

My friend has the same model and I can see that it should be available to me, but it isn't.

Any suggessestions on how to correct this?

Are you using the master account?  A guest account won't have that.  It's in Settings, in case you weren't looking in the right place.
