Router sees base but App will not connect

My old base station was connected and I had no issues. I bought the Arlo Pro and unfortunately I removed my old base and cameras. My ISP says they cannot open outgoing ports 80 and 443. But those ports were not open with the old system. How can I  connect the VMS4000 base station? My router sees it and I can ping the IP address. Yes I have talked to tech support and reset the router and base station many times.

    That's not the problem.  More likely you have a used base, and the previous owner didn't remove it from their account.

     

    Can you add back the old base?
