This has nothing to do with the base station and everything to do with billing.
When trying to update billing address and/or process a subscription change, the function fails and the cryptic message 

    The request's content is invalid

shows up in an amber banner at the top. Clicking on the banner mearly removes it.
I looked in the community and knowledge base and find no answer for it so I am submitting it here.

The problem is that somewhere in your billing address there is an apostrophe. My city name has one and my attempts to submit billing changes always gave me that response. This became a problem after about July, 2018. I say this because I was able to submit that city name before and it persisted to their database. And now all my efforts to submit a new city name without the apostrophe are never successful. They still return to me the original city name (with the apostrophe). Nevertheless, when I remove the apostrophe and make my submission, the process works.
