Re syncing existing camera that has been removed

One of my cameras has been off line, I have tried everything already suggested. I removed the camera from my device and it will not reload on my device or re sync. Camera is fully charged and it flashes blue just like it should during the sync but will not show up my device . Any suggestions??? Please.

Power cycle the base and try a browser.
