Neither battery will charge even though one camera is always plugged in.

If the camera's been plugged in to the charger, should it have sucked the battery life? And shouldn't the camera work while plugged in, even if the battery is dead? I've had the camera's since the end of April. One is always plugged in, one I plug in until charged. Both batteries dead and won't recharge.
