Meaning of Certified sticker on a box

Hi! I bought 2 x two camera kits from walmart.com.

One box has a Certified sticker on the front of the box. The other box does not.

What does this CERTIFIED sticker mean (see attachment)? I suspect it's a refurbished system. Am I correct ?

I don't have a certified sticker on my box, so I'm going to agree and say that seems to be a refurbished system. If you paid full price for a refurb, I'd return it for a new one. If you got a discount, you're good to go.
