Since Arlo IOS App Version 3.1 i‘ll get always motion messages with 12hrs (am/pm) and not 24 hrs as before.
Basis VMB4000 is correct configured as UTC + 1 (Amsterdam, Berlin).
Same Problem with IOS App Version 3.2. !

I don't think Arlo has ever used 24 hour time format.  It has of course been requested in the idea exchange, but hasn't been implemented. https://community.arlo.com/t5/Arlo-Idea-Exchange/Time-Format/idi-p/980838

I think I remember seeing a choice between 12 and 24 hour times during a recent installation. Maybe I'm thinking of somethinng else but try removing a camera and add it back to see if you get such a prompt.
