Grant access to the user of the 2nd Android phone and get them to log in to the Arlo app using that email address.
Move the Allow Access Rights slider to the right to grant your friend more privileges.

Are the app settings for the phone set to allow notifications? Possibly reinstalling the app would help.

Compare the Arlo app. Permissions and notifications on both phones. Notifications are possibly turned off on your wife's phone
