We live in a coastal area subject to hurricanes. When the internet goes down, we have no access to the Arlo cameras. Instead of connecting to the house internet, should I just use a mobile router?

That would be a solution as would a router that uses cell service as a backup source. WIthout internet access Arlo can't be accessed.

Also you need to ensure that you have power to the router, the base station(s), and any equipment on the path between them (switches, extenders, etc),
