Not sure why but it doesn’t seem that my “cloud” and my “base station” are recording the same things. Is this by designed? I’d like to record all movement to both local and the cloud. Is that doable?

The base is likely recording more.
One aspect is activity zones. These are processed in the Arlo Cloud when the cameras are on battery. So the cloud will supress out-of-zone recordings, but the base will not.
If there is a disruption in internet service, the recordings will still be saved in the base (but not the cloud).
