Charging issues but not sure if it's battery or Charging Station. Tried with new charging station.

Hi All
I am having battery charging issues and am unsure if the issue is the batteries or the battery charging station. I have my original batteries and realized they were no longer charging in the charging station. So I bought a new charging station. I just tried to charge each battery but when I put them in I either get no lights or two-10 seconds of an amber light which then goes off. Could this mean that the batteries are the problem (all 4? 1 of which hasn’t been used previously) or could I have received a bad charger?
