Can't add Arlo Pro camera to BaseStation

Have you fully removed the Pro from the account and then try to add it back on?

When you say account, is this different from deleting the device from the App and My Arlo? If you're referring to something else, then you'll have to direct me to where I can find "the account". As I noted in the OP, my only real interaction has been through the App and now My Arlo. When I log into My Arlo, I see the base station is online, and has the new name I gave it, but there are no cameras associated with the base station. It's the same thing in the App. Having upgraded my router about three times since owning the Arlo, I've done this before. I've never had such difficulty.
Here's an account of the blinking lights.
Right now, with everything connected and powered, the base station's three lights are green. The middle light flashes rapidly about ten times, then goes back to steady green. This repeats.
The camera light is steady blue.
When I try to sync, I open the App or My Arlo. I navigate to Cameras > Others > Arlo.
The app finds my base station, or I select it in My Arlo.
The camera is connected to USB/brick plugged into AC power strip.
I get to instruction that says, "Press the Sync button on your Arlo Camera".
I press the sync button, and the blue light on the camera blinks 1/s for about ten seconds.
Once I press Continue, the base station's #2 and #3 lights start blinking
After 10s, the blue light starts rapidly blinking, and everything resets.
The App goes to "Manually Pair Device", which appears to be the same steps.

No, it is the same. You are logged into your account in both cases.
