I have an Arlo Pro system. I did not sign up for the cloud subscription, but I do have a USB memory stick connected . Is it possible to review any recordings from the memory via my cell phone or computer? without having to take out the stick?

At present, this is only possible if you have a SmartHub: https://kb.arlo.com/000062337/What-is-Direct-Storage-Access-and-how-do-I-use-it But this feature is new, and I wouldn't be surprised if they enhance it over the next year or so.
However, if you have 5 cameras (or less) then you should be getting 7 days of cloud storage w/o a subscription.
