We have Arlo Pro. Can we have two base stations on the same internet and account on the basic plan? We would have a total of 4 cameras.

Yes, you can - I have three base stations on my wifi to evenly distribute my camera signal strengths, but there are some disadvantages to doing this.
1) You will need to use a wifi extender, inline plug or mesh router with a satellite as the base station will need to plug in physically to the router and satellite, inline plug or wifi extender with an ethernet cable.
2) Each base station must be armed/disarmed separately.
