Can I connect my base station to the internet using USB

 connect the base to my routor . no empty espace for eternet cale conection , 

Arlo base and mybroutor both have USB 1 and 2 port.

can i connect base to router for internet accsess by the USB CAble insted of 

Eternet cable.

No. Any easy and cheap solution is a 4 port switch ($20 or less) to provide expansion capability. Remove at least one cable, plug the switch into that position and use the other ports to expand your network.
