Spent money on arlo batteries, cameras and spotlights a year ago. Am using the Netgear adapters and charging cables that came with them. They are plugged into wall not surge protector. Have swapped batteries in different cameras and spotlights, different adapters and cables. I can't resolve the charging fault to get any of the 9 batteries to charge. What has changed since the new company was formed? How to fix?

It's not a company problem, it seems to be a hardware one. The chargers should be capable of both 5v and 9v outputs and make sure the cables are also from Arlo/Netgear (cables can be an issue).
Since it's happening to all devices, use the link at the bottom here to contact support.
