Base unit offline; can't reset because on vacation. Help! Any way to remote set the base unit?

Base is  connected to my phone line, which is working after an outage of power. On vacation.... any way to remote set the base unit?

No....

If the base is offline, it requires usu a hands on of power off/on.

Is there someone who has access to use the power button?

In future , there are two things I recommend.

1) a WEMO outlet which works on your local wifi and it can be toggled off/on via phone

2) a UPS unit on the base.  If the base stays powered during a brief power outage, it will come right back when the router does  ( usu if the power up of the router and base is not properly sync'ed, the base goes to an offline situ )
