Arlo pro says it's offline when nothing else on my network is offline. I don't think it's hardware failure as this is about 5% of the time, but is very painful when I'm actually trying to view footage.

About how far away is the camera from the base?

10 feet. Camera battery is above 60%.

10 feet of course means that it isn't a signal strength issue. It could be wifi interference though. If the base is very close to to your router, try moving it further away (as far as the ethernet cable will stretch), and see if that helps.

the wired router is about 40 feet away. it has operated for years without this problem. when scanning for wireless networks I do not see any change.
