I have had the Arlo VMS-4630 about 2 weeks, and I am trying to charge the battery in one of the cameras.  I had it plugged in overnight (using the charging cable received with the system), no blue lights were displayed and I only received a 10% charge.  I tried the 2nd charging cable that came with it, but there was no difference.  I placed new batteries in the camera and the camera works fine.  I've placed the low battery in another camera and have plugged it in, but now see the status message "Charging Paused:  Camera's Battery Temperature is Too Low".  The camera has been in my kitchen, where the temp is at least 65 degrees.   I saw notes that there was a firmware update to correct the issue in 2016, but I just updated the firmware when I first activated the camera a few weeks ago, so I would assume it is up to date.

You can check the current SW in settings , under device info

the latest SW versions would be listed here; https://community.netgear.com/t5/Firmware-Release-Notes/bd-p/arlo-release-notes

Arlo Pros use a battery pack/cube which will not alow the camera battery to be charged if near freezing ( bad for cells )

BUT, you should not be getting this at the temp you mention.

As you were doing, swap the packs around to see which one is working AND if the issue follows a camera OR battery.

I would also contact Netgear Support
