I have interest in the Arlo Pro, but for my intended application my account password(s) would be impossible to keep secure. Is it possible to “lock” the camera settings on the Arlo Mobile App and Arlo’s web client so that the settings can’t be changed and motion recordings can’t be turned off without physically accessing the cameras, even if the account is hacked?

By saying "impossible to secure" I assume other people besides yourself are going to access the cameras. What you do in this case is Grant Access to whoever needs access (in the Arlo app settings page) and then you can set permissions for what that person can and can't do while logged into the account.

Can I set permissions for myself so that even I can't change the settings without physically accessing the camera? Or is it always possible for me to change settings and turn off cameras remotely if logged on to the primary account?

You will always have full control if using the primary account. The only way to limit capabilities is to use Settings, Grant Access, don't grant the additional privileges and use only that account.
