After phone factory reset, ARLO app says "ARLO doesn't recognize this device", and sends a push notification to another device for verification, but the problem is... it's sending the push to one of the cameras (side camera) somehow and there are no other devices listed to choose from. I can not login online either with the same issue (device not recognized). I tried the ARLO chat session to speak with a representative, but ARLO seems to have the worst chat setup I've ever seen, that never leads anywhere except to useless info. I tried uninstalling and reinstalling the app as well... same issue all over... any advise to try?

I suggest that your issue is related to Arlo’s 2FA restriction software.
As you factory reset your phone the phone’s digital ID has been wiped and so will not let you login, and as the phone was set for as the primary push notification request device (ticked) the factory reset phone no longer receives it.
You will need to login via another trusted device to trust the phone or via the arlo web portal with a pc browser that will also likely need to be trusted but since you’re phone was set as the primary device to allow trusted access you will then have to use another method button on the bottom of the arlo web portal page.
Sorry for the long windy post but going forward, ensure you have another mobile device with the arlo app installed and trusted so you can select it as the primary 2FA device for receiving access requests to trust the factory reset phone and then change it back as the primary device. Look for all this in the settings/account profile/ login settings/ two step verification. (Tap on the edit button to change) Finally remember to delete the old phone device from the list.
