I've contacted my insurance company regarding a discount. They stated I need a Certificate? Any ideas?

Ask them what type....  My ins company wanted a bill of sale as proof

As per Netgear   "It was stated in the Terms of Service of Arlo that we do not provide certificates for Insurance companies."

I guess that explains it all......
