Arlo 5S impossible to discover. All suggestions followed

I got a 4th Arlo 5 2K, and it is impossible to discover in the set-up. I have set up 3 previously, with 3 on the network. It has been an extremely difficult set up for each one. However, after hours of trying, this one cannot be discovered. I've followed the instructions and changed to a 2.4 GHz network etc. Nothing works. 

 

I tried to get a return it by calling 1-866-548-680, 6:00AM to 6:00PM Pacific Time, Monday through Friday, but that number didn't work.

 

Once set up, the Arlo 5 works well, but it is extremely difficult to discover the device, and in the most recent case, impossible. 

 

Please assist.
