Solar Panel not charging!

Hi today I get a Arlo Solar Panels for my Arlo Pro 4. I charge the battery with the ac plug and then conect to the solar panel. For my surprise the panel don't charge(theres no bolt icon on the battery)  I connect another camera that the battery is about 85% of charge and it says that the panel is charging the battery. The question is if the battery is 100% the panel don't charge the battery?
