Have had issues with it charging.
Checked and cleaned the connections
Using the Arlo power plug.
Took out the battery and checked it.
Charges only til 4%. That is it.

While it could be faulty hardware (camera, battery or charger), try this FAQ that may help. It's for older cameras but may prove useful:

The key is to attempt charging multiple times to allow sufficient charge in the battery to let it then charge fully. It's a better practice to charge proactively rather than letting the battery die.
