Hi there, my problem is discovery issue again.
I have browsed on the community about same issue but i still could not get it solved.
My situation:
Tried iOS and PC Browser Firefox
All three pro 4 stuck in discovery stage in the setup process.
All three cameras got their IP addresses in Router Attached Devices page
Blue lights kept blinking during discovery
No VPN
Router had been accepting all new devices.
Factory reset by pressing sync button and the installation procedures had been repeated many times.
Any suggestion??
Thank you very much!!

I’ve solved the problem.
I believe it was due to unknown crash on 2.4G SSID.
After factory reset of router and renamed SSID, I successfully discovered my cameras.
The tasks now is to reconnect all other 2.4G devices.

@GC12GLADIATOR recently posted that using a code generator instead of the Arlo app/browser to generate the QR code worked. Not something I've used myself, but worth a try. If that does solve it, please let us know.
Also, if the PC you are using is connected with WiFi, then try connecting it with ethernet (if it has an ethernet port of course). You might also try another browser.

Thanks for your suggestions!
I have tried Chrome as well.
The Wifi QR code generator does not work for me. The camera does not respond to it.
I wonder it would be the issue related to termination of service in China but i am in Hong Kong. (not likely, arlo cam is still selling in HK)

Arlo Secure is listed as available in HK, so I don't think it's related to the termination of service in the rest of China.
You might need to contact support. That can be a challenge if you can't onboard the cameras. Perhaps one of the mods can assist with creating/escalating a case.

Did you try synching the cameras close to the router (within ~6 feet)?
