If I’m going to use the outdoor charging cable with the adapter so that the camera has full-time electrical power, do I still need to purchase a battery for the camera?

There's no need to also purchase an additional battery for the camera but leaving the original one in place will allow the camera to keep working during a power outage. Of course, that wouldn't be useful unless you also have a UPS for your modem and router (and hub, if that's how the camera is connected rather than to your WiFi) so the Internet connection is maintained for videos to be uploaded.
