Is the partner’s iPhone using the same account credentials as your phone or does she have her own account credentials and your sharing via a friend granted access?
On her iPhone check that notifications are enabled in the iPhone settings menu for the arlo app icon.

You can try deleting the arlo app and install again.
Just be be aware that the mobile needs to have the app running in background enabled to receive notifications.
Also the background app session has a inbuilt 14day timeout so it will no longer work until you login the app again. You will not be informed of this condition when it happens, you just have to guess when your notifications and geofencing stops working.

If you want reliable push notifications on both phones, then the app needs to be logged in. Since Arlo only allows one instance of the app to be logged in at a time, you need to set up a second account for one of the phones, and share the cameras with it from the primary account.
I suggest doing setting this up using a PC browser and not the phone - accepting the invite seems to be a lot more reliable when done on the PC.
Getting this to work properly is a bit tricky at the moment, because Arlo is slowly migrating to a new user interface (which has "Feed" on the main menu instead of the older Library). Both accounts either need to show "Library" or "Feed" - if they show different menu options, then there are other steps needed.
But the first step is to get the cameras shared (and confirming that by looking for an accepted invitation in the main account). If there is still a problem after that, just post back and we can help.
