I'm considering purchasing two Arlo Pro 4 cameras. Do I need to subscribe to any program? Do I need a home base? TIA

The cameras can connect either to your home wifi or to a base/smarthub (VMB4540 suggested here).
You will need a subscription to get cloud storage and activity zones. With the smarthub, you could use direct access to local storage as a substitute for cloud storage, though that does have a number of drawbacks. The only way to get activity zones w/o a subscription is to connect the cameras to AC power.
