Is it possible to get detection in the non-shaded area? I can't imagine designing a camera where the bottom 2/3 can only detect motion vs. the top 2/3. I've tried creating activity zones and adjusting the fov but nothing works.

The issue is the extremely wide angle view of the cameras vs. the ability of PIR sensors to be able to detect. The sensors can detect people out to ~25 feet but the upper portion of the view may well be beyond that distance due to the 160 degree FOV (see https://kb.arlo.com/000055577/What-is-my-Arlo-camera-s-field-of-view-and-how-do-I-change-it). Compare that to camera lenses and you'll see that that FOV is only available to fisheye lenses.
That said, it MAY be possible in certain circumstances to get people detection in that upper 1/3 if the camera is rotated down a whole bunch, eliminating the extraneous area beyond 25 feet.
