This is normal practice for any shipment of a lithium battery.
In fact shipping regulations require no more than 30% charge in any lithium batteries shipped by air. Since manufacturers generally don't know how something will be shipped at time of manufacturing, they will apply this limit to all their batteries.
So nothing wrong here, just charge up your cameras when the package arrives.
