- I'm having trouble understanding why the flashing red lights and camera light turn on even when the arlo app is disabled. How can this happen?

I doubt it, but you could change your password on both your Arlo account and your email account (since two factor authentication would have required access to your email as well).
Was the main LED flashing red/blue? Or were you seeing the IR leds (just dull red) and the blue camera LED on at the same time?
Are you sure this particular camera was disarmed? If you have wifi-connected cameras it is easy to accidentally disarm some but not all.

Sorry, I don't know what you mean. Logging out of the app doesn't affect the cameras.
What mode is the system in?
Did you turn the camera off in the device settings?

Even though my iPhone Arlo app was set to disarmed, I could still see the recording light both red and white/blue light that we see when Arlo is armed and recording. My question is maybe someone has hacked into my Arlo central?
